Opportunity Information: Apply for CDC RFA DP22 2206

Tribal Epidemiology Centers Public Health Infrastructure (TECPHI) is a CDC cooperative agreement funding opportunity (CDC RFA DP22-2206) designed to strengthen public health capacity and foundational infrastructure across Tribal Epidemiology Centers (TECs), Tribes, and Urban Indian Health Organizations (UIOs). The overall aim is to help Indian Country build the kind of public health systems that can consistently carry out the 10 Essential Public Health Services and align with national public health accreditation standards. In practical terms, the opportunity focuses on improving the core building blocks of public health practice such as leadership, workforce capability, data and surveillance systems, program planning and evaluation, and the training and technical assistance needed to support sustained public health action. The long-term public health intent is to contribute to reductions in chronic disease and related risk factors, narrow persistent disparities in health outcomes, and improve overall community health by strengthening the underlying capacity that makes effective public health work possible.

CDC expects to make up to 13 total awards under two components. Component A funds up to 12 recipients, with a clear geographic and service-area structure: only one Component A recipient will be selected to serve each Indian Health Service (IHS) Area or the designated Urban Area. The service areas named in the notice include Alaska, Albuquerque, Bemidji, Billings, California, Great Plains, Nashville, Navajo, Oklahoma City, Portland, Phoenix/Tucson, and the Urban Area. Component A recipients are expected to carry out activities that directly build or enhance public health capacity and infrastructure for TECs and the Tribes/UIOs they support, specifically geared toward meeting accreditation-related standards and reliably delivering the essential public health services. The work is also framed around TECs acting as key public health partners by providing leadership, conducting surveillance and epidemiology, supporting public health program design and implementation, evaluating programs, and delivering technical support and training across a wide range of public health needs.

Component B is structured differently and is limited to up to one awardee nationwide. The Component B recipient will establish and operate a Network Coordinating Center with a national support role. This center is intended to connect the TEC system and its partners by fostering peer-to-peer learning, organizing and supporting training efforts, coordinating a shared national evaluation approach, and strengthening communication efforts across the network. In other words, Component B is meant to improve consistency, shared learning, and coordinated measurement of progress across the multiple Component A service areas, helping ensure that capacity-building efforts are not isolated and that effective practices can spread more quickly.

Administratively, this is a discretionary funding opportunity using a cooperative agreement mechanism, meaning CDC is likely to have substantial involvement consistent with cooperative agreements, rather than operating as a hands-off funder. The opportunity is listed under CFDA 93.762 and is housed within the Department of Health and Human Services, Centers for Disease Control, NCCDPHP. The opportunity was created March 11, 2022, with an original closing date of May 11, 2022 (applications due by 11:59 pm ET). The expected number of awards is 13, and the listed award ceiling is $596,577. Eligibility is broadly stated across many entity types (including tribal governments and tribal organizations, nonprofits, higher education institutions, governments, and others), but the program design and service-area structure make clear that the funding is intended to support TEC-centered infrastructure work serving specific IHS Areas and the Urban Area, with one award per area for Component A and a single national coordinating award for Component B.
