The U.S. Department of Labor’s Bureau of International Labor Affairs (ILAB) is offering about $9 million in funding for two cooperative agreements focused on making critical mineral supply chains more fair and reliable by eliminating child labor and forced labor. One award of up to $5 million will support efforts in the Democratic Republic of Congo (DRC), targeting minerals like cobalt, copper, tin, tantalum, and tungsten. The other award, up to $4 million, will support activities in Indonesia, primarily focused on nickel and optionally tin.

Each project can run up to 54 months, though applicants may propose shorter timelines. Organizations can apply for one or both projects but must submit separate proposals for each.

Funded work will center around:

1. Strengthening Policy and Legal Frameworks: Helping governments and industry actors align their labor, mining, and trade practices with international standards and U.S. regulations, particularly relating to forced labor and responsible sourcing.

2. Building Capacity: Improving national and local systems for detecting, enforcing against, and remediating child and forced labor. This includes partnerships with public and private sectors to create stronger mechanisms to protect labor rights.

Additionally, recipients must carry out a research study on critical mineral supply chains in coordination with ILAB, with a final report due within the first three years.

Eligible applicants include a wide range of organizations—commercial entities, nonprofits, academic institutions, faith-based groups, and international organizations. There is no discrimination based on religious affiliation in the grant process.
