Because the opportunity was issued during the COVID-19 period, PAS explicitly welcomes proposals that use distance learning and video conferencing tools, and it asks applicants planning in-person events to include contingency plans in case health restrictions disrupt activities.

The intended participants and target audiences are generally Serbian citizens or legal residents and can include educators and school administrators (from K-12 through higher education), learners at any proficiency level, high school and university students, and professionals connected to the project theme. PAS also recognizes that projects can have secondary beneficiaries; for example, training teachers may indirectly benefit their students. Regional or U.S. participation can be included when essential to the project, but the Embassy emphasizes that the core impact should remain on participants from Serbia. As a rule of thumb, at least half of participants should be Serbian citizens, and applicants are encouraged to consult PAS if they plan substantial cross-border components.

Awards are provided as grants or fixed amount awards, with a maximum (ceiling) of $50,000 per award and an anticipated total of about 15 awards. Projects may run for any length up to 24 months, including time reserved for assessment and evaluation. Funded projects must start no earlier than June 1, 2021 and no later than June 1, 2022, and must be completed within two years.

Ineligible projects include partisan political activity, charitable or humanitarian aid distribution, fundraising campaigns, commercial ventures or activities that generate profit or support a business/entrepreneurial venture, and the provision of direct social services such as healthcare, childcare, or food subsidies.
