Third, after the trainings and community projects are completed, the program must continue with at least 12 months of ongoing mentoring and networking, designed to keep participants engaged, help them troubleshoot challenges, and strengthen relationships and collaboration across the group. Across all components, every proposal must intentionally build youth leadership, critical thinking, project management skills, and resilience.
Within that structure, projects must also address at least one of three priority programming areas. The first area is human rights engagement and problem-solving, with activities that promote human rights and tolerance through active community involvement, including local analysis of problems and designing solutions. The second is promoting democratic participation, which focuses on increasing youth engagement in democratic processes and public policy, ideally by working with local governments, NGOs, civil society groups, communities, and potentially private-sector partners. This track emphasizes teaching advocacy skills and helping participants learn how to formulate policy reforms or strategies that respond to local issues and lead to meaningful change. The third area centers on inclusive engagement, meaning proposals should find ways to bring in young people who are typically civically inactive and ensure that minority communities' needs and rights are included when building safer, more tolerant local environments.
The opportunity allows for a range of program designs as long as they align with the required elements and priorities. Examples include youth-designed and youth-led civic initiatives where participants receive training and then plan and execute community projects. Another option is "train the trainer" style programs that prepare educators to teach youth civic engagement skills, including resilience, but these proposals must still include a youth-implemented community project component (so the learning translates into action). Mentoring and networking events are also explicitly encouraged. PDS Poland also welcomes proposals that bring in U.S. experts, trainers, proven models, or best practices where it makes sense, though it is not presented as a mandatory requirement.
Applicants are expected to clearly define who the program will directly serve (the primary audience) and who will be reached indirectly through those participants (the secondary audience), along with estimated numbers for both. The guidance gives a clear example: if teachers are trained as the primary audience, their students may become the secondary audience when students later organize civic projects in their communities. Proposals are encouraged to build in gender parity and socio-economic inclusion throughout the program. Most engagement is expected to be in-person, with virtual components allowed as a supplement rather than the core delivery method.
Operationally, the grantee is responsible for recruiting participants and is expected to apply DEIA principles (diversity, equity, inclusion, and access) throughout recruitment. The U.S. Mission to Poland will help by amplifying program opportunities on its social media channels, but the applicant must still provide a real outreach and marketing plan to reach the target group. The language of instruction can be English, Polish, or a mix of both. Proposals must include details on the project team and coordinators, including CVs and relevant experience, and the program should be delivered by experienced trainers or facilitators working in the field.
