The primary intended participants are Serbian and U.S. students, professors/academics, and university administrators. Projects may also identify secondary audiences or beneficiaries, such as media, civil society groups, or broader professional communities, depending on the project design. On funding and timing, the Embassy anticipates making between 1 and 5 awards, depending on requested amounts, with total funding of $450,000 available (subject to funding availability). Individual awards can range from $25,000 up to $300,000, while returning applicants to the University Partnership Program are capped at $75,000 for additional support. Projects may run from 6 to 30 months, including evaluation activities, and the start date is flexible but cannot be earlier than September 1, 2024. Cost sharing is permitted but not required and does not affect selection; however, applicants must be able to complete the full scope of work with the awarded funds even if other promised donor contributions do not come through.

Eligibility is limited to specific institution types from Serbia and the United States: public universities in Serbia, accredited U.S. universities (public or private), and U.S.-registered non-profit educational foundations with demonstrated capacity to implement university partnership programming. Registration requirements are emphasized. All organizational applicants must have a Unique Entity Identifier (UEI) and an active SAM.gov registration. Serbia-based applicant organizations must also be officially registered in Serbia (for example, through the Serbian Business Registers Agency, APR, or a relevant court).

Applications are due by May 15, 2024, and must be submitted by email to BelgradeUniP@state.gov. The Embassy signals that compliance is strict: incomplete submissions or proposals that do not follow the required format and content rules will be deemed technically ineligible. Applications must be in English, with budgets in U.S. dollars, pages numbered, and documents formatted to 8.5 x 11 inches. Microsoft Word documents must be single-spaced in 12-point Calibri with at least 1-inch margins. Required components include the standard federal forms (SF-424 and SF-424A, plus SF-424B in certain cases), the FY2024 Grant Application Form, and a detailed budget justification using the provided Excel template. Applicants also need to attach one-page CVs/resumes for key personnel, letters of support from partners clarifying roles and responsibilities, a NICRA document if indirect costs are included under a negotiated rate, and any official permission letters needed for the planned activities.

The announcement also lists clear funding restrictions. Proposals will not be accepted if they involve partisan political activity, charitable or humanitarian aid distribution, fundraising campaigns, commercial or profit-generating activity (including support for a current or future business venture), or the provision of direct social services such as healthcare, childcare, or food subsidies. In addition, the Embassy will not fund proposals that mainly underwrite an organization's routine operating costs or general day-to-day activities; projects must have defined objectives and a timeframe suitable for grant-based results.

The Embassy notes it may fund only part of a requested budget, depending on available resources and review outcomes. Final funding decisions are expected by June 30, 2024.
