تتمحور فرصة المنحة الحكومية هذه حول برنامج "تبادل القادة الشباب العراقيين" (IYLEP) لعام 2020 بنسخته المقدمة باللغة العربية والمخصصة لطلبة المرحلة الثانوية. السفارة الامريكية في بغداد تدعو الجهات المؤهلة لتقديم مقترحات لتصميم البرنامج وتنفيذه، مع التركيز على توسيع الوصول الى عدد اكبر من الشباب العراقيين الموهوبين لكن من الفئات الاقل حظا اقتصاديا او من الفئات المهمشة. الفكرة الاساسية هنا هي فتح الباب امام طلبة يستوفون شروط برنامج IYLEP المعتادة من حيث الجدارة والالتزام والقدرة على القيادة، لكنهم لا يمتلكون شرط اللغة الانكليزية بسبب محدودية الفرص المتاحة لهم لتعلمها بشكل نوعي، وهو امر يرتبط غالبا بالظروف الاجتماعية والاقتصادية.
الهدف العام للبرنامج هو الاستثمار في الجيل القادم من القادة العراقيين عبر تجربة تبادل تعر ف الطلبة على المجتمع والثقافة في الولايات المتحدة، وتمنحهم في الوقت نفسه تدريب ا وتطبيقا عمليا على مهارات القيادة والعمل المجتمعي. يتوقع من البرنامج ان يركز على تنمية مهارات محددة مثل القيادة، والتربية المدنية والمسؤولية، وفهم التنوع واحترام الاختلاف وبناء التسامح، بالاضافة الى تعزيز المشاركة المدنية والانخراط الايجابي في المجتمع. وبما ان البرنامج موج ه لطلبة ثانوية، فان تصميم الانشطة عادة ما يكون تربويا وتفاعليا ويركز على بناء الشخصية والقدرة على اتخاذ القرار والعمل ضمن فريق، مع ربط ذلك بخدمة المجتمع والوعي بالمواطنة.
تطلب السفارة ان تتضمن المقترحات "مكون تبادل داخل الولايات المتحدة"، اي جزءا اساسيا من البرنامج يتم تنفيذه على الاراضي الامريكية، وان يوضح المقترح كيف ستسهم الانشطة في تعزيز التفاهم المتبادل بين الشباب الامريكي والعراقي. هذا يعني ان البرنامج لا ينظر اليه كتجربة سفر فقط، بل كمساحة حقيقية للتواصل الثقافي والتعلم المتبادل، بحيث يتعرف الطلبة العراقيون على جوانب الحياة الامريكية، وفي المقابل تتاح للشباب او المجتمعات المستضيفة في الولايات المتحدة فرصة التعرف على العراق من خلال تفاعل مباشر مع الطلبة المشاركين. كما يشير وصف المنحة الى ان البرنامج ينسجم مع اهداف "اتفاقية الاطار الاستراتيجي" بين الولايات المتحدة والعراق لعام 2008، والتي تركز على بناء روابط طويلة الامد من الصداقة والتفاهم عبر برامج التبادل وغيرها من المبادرات.
